William Edward Carter (Bill), was born December 20, 1928 in Lake City, Florida and Passed into heaven on Tuesday October 18, 2016. He is predeceased by the love of his life his wife of 59 years; Helen Yeager Carter, his oldest son, William E. Carter II, (Chip was taken to heaven at the age of 18). His parents; J. E. Carter and Elizabeth Carter; his brothers; Jack, Danny and Bobby Carter. He is survived by his children; Valerie Carter Mitchell (Felix Mitchell), Gregory Scott Carter (MaryJane Kimberly), Robin Carter Grace(Joseph Grace, II), Ericka Kay Carter. Steve Hyers (Deborah Hyers. He has fourteen Grandchildren; Helena Mitchell, Felix Mitchell, II, Carter Mitchell, Blair-Elizabeth Mitchell, Clayton Carter, Kevin Carter, Kimberly Carter, Miriah Grace, Joseph Grace III, Stetson Grace, Alexa Grace, Cynthia Kauppila, Kristen Hyers and Kaleigh Hyers. Eleven Great grand-children. Bill was loving, compassionate, humorous, dedicated to his community and a well known, Pharmacist of his 2nd home, Carter’s Ortega Pharmacy for 56 years. His love for his family, gave us all a foundation of security, strength and comfort. He demonstrated to us a sense of caring for others through his kindness and generosity, support of his church, Ortega United Methodist Church, built and dedicated the first youth building at Ortega Methodist, in memory of his son, William Carter, II. He was always helping people in need of a job, wanting to give them an opportunity to move forward. He had a strong compassion to help others. Anyone that knew our dad, was well aware of his sense of humor. He had a way of making you laugh even at the most difficult times….unfailing humor always smiling….. Bill served as Chairman of the Duval County School Board and President of Jacksonville City Council. He loved to grow the community in a positive direction. Many, many accomplishments as a civic leader in the community. Bill graduated from University of Florida, he was a die-hard FLORIDA GATOR FAN!!!!! He even had a Gator game room, with Gator memorabilia from way back!! He played football and basketball at Lake City High School. We welcome you to participate with our family in a CELEBRATION OF LIFE Service to be held on December 3, 2016, Saturday 10:00 AM, at Ortega United Methodist Church, 4807 Roosevelt Blvd. (U.S. 17). YOU ARE ENCOURAGED TO WEAR YOUR TEAM COLORS……(PREFERABLY ORANGE AND BLUE!!) Dad would love this!!! In Lieu of flowers, dad always wanted to help the youth out in the church.
